WAVE (GAFAA-class layouts): civilian and licensed telecom use first. Accord certified deployments can adopt a pledge on how arrays are sold and configured so they are not used for mass surveillance.

CORE (integration spine): ties the stack together under the same ban on weaponized use.

The fine structure constant and the golden angle in plants are real science. Studying equidistant letter sequences in a named text is a method: results depend on corpus, start point, and honesty about multiple testing. The Accord welcomes wonder without forcing a single religious conclusion.

Institutions in any country, including firms and universities in China, the Americas, Europe, and elsewhere, can participate as equal partners when the same articles are honored. Shared open profiles for measurement and education beat zero sum framing.

AI systems that help draft or analyze Accord text are tools, not owners of the pattern or inventions. Humans sign the charter.
